2011 budget to not strongly differ from 2010 budget
There will not be big differences between the 2010 and 2011 Budget Laws, especially in the tax policy regulations. The statement was provided by the Finance Ministry (MoF) of Moldova.
According to a representative of the MoF, the Government intends to present such a bill that would correspond to the principle of sequence in financial and tax policy of the state.
"The Budget bill exists, but there was no reason to present it to the Parliament before the early parliamentary elections. As soon as the new Parliament will be approved, the Government will consider the document and will present it to lawmakers' approbation", the representative said.
Former Deputy Prime Minister, deputy nominee of the Moldovan Communist Party (MCP) Igor Dodon said the Vladimir Filat's Government does not present main budget characteristics for the next year because of unpopular measures included in it.
"Initially, they were afraid to present the bill in the full swing of referendum, and, quite true, of the presidential election campaign. Afterwards, proposals started coming from ministries. I suppose, it was concerned of budget expenditure approximation in accordance to agreements with the IMF [International Monetary Fund]. It is also unfavorable to present it in the light of early parliamentary elections", Dodon said.
Recently, the Government refused adopting another document - the 2011-2013 Tax Policy. It provides re-establishing in 2012 the 10% income tax from legal entities, doubling the VAT [value added tax] payer compulsory registration limit, re-establishing the 20% VAT rate on sugar instead of existing 8%, introducing a common tax for automobile maintenance and repair, taxi transportation, restaurants and bars, dental offices, hairdressing beauty salons, that will include VAT, local duties, duty for environmental protection and road duty. Infotag's dossier: The 2010 Budget bill included revenues to an amount of 15.31 billion lei (including 11.49 billion lei - from taxes) and expenditures to an amount of 19.45 billion lei. There were made amendments in it 2 times afterwards. The Government cut down the deficit in July by increasing the revenues by 1 billion lei, and the expenditures - only by 264 million lei. In the second time, the expenditures were grown by 103.8 million lei under the Government's initiative in September; over one third of it had to be spent on early parliamentary elections' conduction.
