Russian President Dmitry Medvedev is proposing a summit in Moscow involving all countries affected by the ongoing gas crisis, which has coincided with plunging winter temperatures in Europe. He made the call during a meeting near the Russian capital with the visiting prime ministers of Bulgaria, Moldova, and Slovakia.

Medvedev expressed hope the proposed meeting will facilitate a way out of the current crisis and will help avoid similar situations in the future. The ongoing dispute between Russia and Ukraine has halted or sharply limited gas deliveries to several European countries.

"The summit on the gas problem... will take place on January 17 in Moscow," Interfax and RIA Novosti reported, citing spokeswoman Natalya Timakova.

"Invitations are being sent to heads of state and government of European countries that consume and ship Russian gas," she was quoted as saying.

The three visiting prime ministers also met with their Russian counterpart Vladimir Putin, who blamed Ukraine for failure to honor a multilateral agreement to resume shipment of gas to Europe.

The current crisis began on New Year's Day when Russia cut gas supply to Ukraine after the two ex-Soviet republics failed to reach agreement on Kiev's payment of arrears and on new prices for 2009.
