Moldovan government approved economic stabilization program
On Wednesday the Government approved the Program for Moldova's Economic Stabilization and Revival for 2009-2011.
Vice-Premier, Minister of Economy Valeriu Lazar said at a Government sitting that the plan was worked out with taking into consideration recommendations and consultations by international financial organizations, trade unions, employers' community and representatives of the banking sector.
The program envisages three basic sections: stabilization and optimization of public finance, providing the population's efficient and correct social protection.
The task of the first section constituted in determining sources for raising public proceeds and for reducing the budget deficit, the plan envisages the increase of the excises from 2010 on luxury cars, cigarettes and beverages; increase of the income tax up to 18% on gains and games of chance; resumption of privatizing the state property.
The methods of working out and executing the budget will be changed. It is also planned to work out a new information system of financial management.
The item of the economic revival of the program envisages the mitigation of the administrative and tax burden in the business sphere, simplification of business people's access to financial resources for opening and developing their own enterprises, as well as encouragement of public and private investments.
Lazer also said that in the course of debates it was decided to postpone the taxation of bank deposits and real estate until 2015.
Besides, the program envisages the decrease in the number of activities subject to licensing, simplification of the process of issuing veterinary-sanitary authorizations, introduction of quarterly publications of the list of economic entities subject to tax inspections on the site of the National Tax Inspectorate. "The preservation of the zero tax rate on reinvested profits in в 2010 will cost 1,3 billion lei, but we are ready to do this for the purpose of the business development", the Vice-Premier underlined.
The last section of the plan envisages measures for support for the population's vulnerable sections and activities on rendering assistance in the employment of jobless persons and migrants, who returned to the country.
In this connection the Government plans to raise the guaranteed monthly income, one-time benefits for the birth of the first child, coverage of veterans' free treatment from the budget.
In Lazar's words, the implementation of this plan depends rather on the desire to fulfill it, than on money.
