Moldova: Balance of payments

According to the Decree of the President of the Republic of Moldova an to the "Law on the National Bank of Moldova" the Balance of Payments Department (BOPD) of the National Bank of Moldova is responsible for compiling the balance of payments and International Investment Position.

The balance of payments (BOP) is a statistical document (statement) of macroeconomics synthesis, that systematically reflects all economic transactions of the national economy with the rest of the world for a certain period of time. International Investment Position Statement facilitates the estimation of stock of external assets and liabilities of the country at the end of the reported period.

These statistics do not include data of the so called Transnistria, territory of the Republic of Moldova situated on the left bench of the river Dnestr. The methodology on the Balance of Payments and International Position compilation, was approved by the NBM in 1993 on the basis of "Balance of Payments Manual" V-th edition.

The main sources are foreign trade statistics, the banking sector (i.e. the commercial banks, foreign exchange offices and various departments of the NBM); Government Ministries and Departments (the Ministry of Finance, Ministry of Economy and Reforms, Ministry of Foreign Affairs, Statistics Department etc.); various institutions both public and private in the fields of transportation, insurance and travel; and surveys of the foreign direct investment enterprises, embassies and international organizations. For some of Balance of Payments items, data collected from primary sources are complemented by estimates.

The Balance of Payments and the International Investment Position are compiled quarterly and annually in US dollars. The general balance of payments is worked out, and also for two geographical regions (CIS and Rest of the world). Statements are also produced for the main partner countries such as Russia, Ukraine, Belarusi and Germany.
