An Oregon city has made it illegal to give panhandlers money from inside of a vehicle stopped in traffic.
Roseburg Police Chief Mark Nickel said the ordinance, passed Monday, makes it a violation to accept cash from vehicles stopped in or rolling through traffic, the Roseburg (Ore.) News Review said Wednesday.
"I think we’re really trying to get people to understand that this is a dangerous behavior," Nickel told the newspaper.
He said panhandlers can still beg for money, as long as they stay out of the roadway. The fine for violating the ordinance is $75.
The newspaper said local groups collecting money for charity while standing on the street also will have to change the way they do things /
